A steering device having an impact energy absorbing device is provided to absorb impact energy stably by causing the plastic deformation of projections formed on a sleeper plate using a guide. The steering device having an impact energy absorbing device contains an upper bracket(108), a sleeper plate(300), a third guide(500), projections(304), a sleeper plate connecting hole(306), a guide hole(308), a secondary connection(502) and a third connection(504), wherein the third guide is installed on the upper bracket, the secondary connection fixes the sleeper plate to one side of a car body and the third connection fixes the third guide to the upper bracket, so that when the upper bracket moves in the impact moving direction(X), the third guide causes the plastic deformation of the projections formed on the sleeper plate to absorb impact energy easily.
