A system and a method for providing a prepaid packet data service without authentication are provided to offer an existing prepaid standard scheme by exchanging RADIUS(Remote Authentication Dial-In User Service) access request and response messages without CHAP(Challenge Handshake Authentication Protocol)/PAP(Password Authentication Protocol) authentication and to shorten initial call access time by enabling a prepaid subscriber's access without authentication. A system for providing a prepaid packet data service without authentication comprises a PCF(Packet Control Function), a PDSN(Packet Data Service Node), and an AAA(Authentication, Authorization, and Accounting)/PPS(Prepaid Server). The PCF establishes a session with a mobile station, and receives a calling station ID from the mobile station. The PDSN receives the calling station ID of the mobile station from the PCF, and determines 'without authentication' for a connection request from the mobile station. The AAA/PPS, in case 'without authentication' is determined for the mobile station, receives the calling station ID of the mobile station from the PCF and provides the subscriber's balance information.
