A method for providing priority queuing with an enhanced buffer utilization is provided to remarkably improve the utilization of buffers by efficiently using and effectively distributing queues. If traffic, for which buffer allocation for priority queuing is required, is received(S101), a program confirms whether the received traffic is sensitive to delay(S103). If so, the program calculates the maximum buffer size, based on the delay and use information of the received traffic(S105). Then the program selects the optimum buffer size among 0 through the calculated maximum buffer size(S107). Afterwards, if a congestion which exceeds the allocated buffer size occurs(S113), the program confirms the status of a buffer allocated to another class(S115). In case an idle space exists in a buffer of another class, the program stores the overflowed traffic in the idle buffer(S119).
