A terminal for controlling functions using a cell ID in a mobile communication network and a method thereof are provided to control the functions of a terminal without a special device by broadcasting information messages containing terminal control signals and to easily and definitely catch the location of a terminal, which receives the system information broadcasted from a node B, by fractionizing a cell ID parameter, information to identify the cell of the node B. A multi-mode terminal, which can be operated in a plurality of mobile communication network system environments including a WCDMA network system, comprises a receiving part(41), a storage part(46), a signal detection part(43), and a function control part(44). The receiving part(41) receives a system information and control message containing a terminal function control signal in a WCDMA network environment. The storage part(46) stores terminal function control information, including information to control the multi-mode on/off function of the multi-mode terminal. The signal detection part(43) obtains a cell ID from the received system information and control message, extracts the terminal function control signal contained in the obtained cell ID, and searches the storage part(46) for the control information corresponding to the extracted control signal. The function control part(44) controls a function of the multi-mode terminal according to the searched control information.
