A water treatment agent composition which can solve problems related to the initial corrosion that can be generated in an open recirculating cooling system, and a water treatment agent composition and a water treatment method particularly suitable for an open recirculating cooling system at a normal operating condition as well as an open recirculating cooling system at an initial operating condition after purification or exchange of cooling water are provided. A water treatment agent composition comprises: molybdate, nitrite, gluconate, phosphonate, and an azole-based compound. The water treatment agent composition comprises: 1 to 25 wt.% of molybdate ions, 1 to 25 wt.% of nitrite ions(NO2^-), 0.5 to 20 wt.% of gluconate ions, 0.1 to 20 wt.% of organic phosphate ions, and 0.01 to 10 wt.% of an azole-based compound based on the total water treatment agent composition. The molybdate and the nitrite are used in a weight ratio of 1:25 to 25:1 based on the respective ion concentrations. The molybdate is selected from the group consisting of sodium molybdate, potassium molybdate, and a mixture thereof, the nitrite is selected from the group consisting of sodium nitrite, potassium nitrite, and a mixture thereof, the gluconate is selected from the group consisting of sodium gluconate, potassium gluconate, and a mixture thereof, the phosphonate is selected from the group consisting of hydroxy ethylidene diphosphonic acid, 2-phosphonobutane-1,2,4-tricarboxylic acid, hydroxyphosphono carboxylic acid, amino trimethylene phosphonic acid, ethylenediamine tetramethylidene phosphonic acid, and mixtures thereof, and the azole-based compound is selected from the group consisting of tolyltriazole, benzotriazole, mercaptobenzothiazole, and mixtures thereof.
