A fabricating method and an apparatus of a bag tube with a built-in tubular film are provided to improve productivity by a simple process, to enable mass-production by automation, and to be conveniently recycled by easily separating a paper fabric and the tubular film. A fabricating method of a bag tube with a built-in tubular film(11) includes the steps of applying an adhesive on a surface of paper, supplying a tubular film without a seam around a paper fabric(10) and a tubular shape, and gradually folding both sides of the paper fabric, overlapping the both sides of the folded paper fabric, forming a tubular tube having the tubular film at an inner surface and the paper fabric at an outer surface by adhering the paper fabric and the tubular film through an adhesive, and forming a gusset at a side of the tubular tube by a forming unit(20); and withdrawing the tubular tube having the gusset at the side.
