An apparatus and a method for processing a luminance signal are provided to decrease the register level of the luminance signal by a difference between the register level and a reference level for each input format if the register level is higher than the reference level, and to increase the register level by the difference if the register level is lower than the reference level. A detecting part(60) detects a register level of a luminance signal. A comparing part compares the detected register level of the luminance signal with a reference level for each input format, and outputs a comparison signal having a level difference. A luminance signal processing part(30) adjusts the register level by the level difference in response to the comparison signal in order to remove a register difference of the luminance signal according to a format of an image signal inputted to an image signal processing apparatus.
