A coffee wrapper with a stirrer is provided to prevent insanitation generated in using the coffee wrapper as the stirrer and to let users easily tear off the stirrer and draw out the stirrer from the wrapper. A stirrer is integrally inserted in the coffee wrapper to remove inconvenience and insanitation generated in using the existing coffee wrapper without the stirrer. The existing coffee wrapper is not torn out well and so the stirrer is not pulled out. Therefore, a cut line is formed at one end of the coffee wrapper to easily tear off the coffee wrapper and take out the stirrer. The coffee wrapper with the stirrer is produced by installing a stirrer inserting system to the existing coffee wrapper manufacturing system.
