An apparatus and a method for processing an image are provided to simply change the reproducing speed during high-speed reproduction by changing a reproduction mode through only a buffer when the image is reproduced. A record medium reader(123) reads an image stream consisting of at least one frame picture, and outputs the image stream to a buffer(127). A record position notice unit notices a record buffer address to the buffer, wherein the record buffer address defines a record position of the picture on the buffer. A decoder(128) decodes the picture outputted from the buffer. A fetch position notice unit notices a fetch buffer address to the buffer, wherein the fetch buffer address defines a fetch position of the picture on the buffer. A change signal generator receives the change of a reproduction mode from a user, and generates a reproduction mode change signal. When an address maintenance unit(122) receives the reproduction mode change signal from the change signal generator, the address maintenance unit maintains the record buffer address, which is received from the record position notice unit, in a mode change address. The decoder decodes a picture corresponding to the changed reproduction mode among the pictures received from the buffer until the fetch buffer address is equal to the mode change buffer address.
