A cell-based paging method and a system thereof are provided to perfectly ensure the call success rate by executing MSC-based secondary paging against a primary paging failure due to a propagation environment, a radio channel error or a location change by a user's fast movement. An HLR(Home Location Register), receiving a location inquiry request for a called terminal from an originating MSC, requests routing information to a serving MSC where the location registration of the called terminal has been made(201-203). The serving MSC, based on its own paging table, confirms one or more neighbor BTSs adjacent to a BTS to which the called terminal belongs(204). Based on the confirmed neighbor BTS information, the serving MSC executes primary paging through the BTSs within its own coverage(205a). For the other BTSs which do not belong to the serving MSC, the serving MSC requests other MSCs, which respectively contain the other neighbor BTSs, to execute primary paging through their respective BTSs(205b,205c).
