An electrophotographic image forming apparatus having a variable print speed and an electrophotographic image forming method are provided to variably control a cycle of a horizontal synchronizing signal, a clock cycle of printed data and an operation speed in accordance with a property of recording paper. A light scanning unit(109) generates a horizontal synchronizing signal and scans light based on printed data received by being synchronized with the horizontal synchronizing signal. A fusing part(111) forms an image on recording paper according to the scanned light. A control part(100) variably controls a cycle of the horizontal synchronizing signal, a clock cycle of the printed data and an operation speed the fusing part according to a property of the recording paper. The control part includes a clock generation part(101) for generating a clock and a clock modulation part(103) for modulating a cycle of the generated clock so that the generated clock corresponds to the cycle of the horizontal synchronizing signal.
