The device has an applicator (3) made of glass and that is separated from a container (2) or a substrate containing a dermatologic or cosmetic composition (P). The applicator has an application surface (9) for treating a skin region. The applicator has a material with a thermal performance such that the material does not cause a thermal lesion on the skin of a user, when the material is cooled at a low temperature, during the contact of the surface with the skin for 15 seconds. The surface maintains temperature at less than or equal to 15 degrees Celsius, after a duration of 15 seconds. An independent claim is also included for a method for cosmetic treatment, non-therapeutic, of a region of a human body.
