Provided are a water-soluble coating composition for preventing a bare glass which is a base material of a liquid crystal display device and a thin film transistor and a PCB board which is used in various electronic equipments from being damaged, and a manufacturing method thereof. The water-soluble coating composition uses any one liquid cellulose resin selected from a liquid cellulose resin in which a methoxy content is 18.0 wt% to 35.0 wt%, a hydroxypropyl content is 4.0 wt% to 13.0 wt% and a weight average molecular weight is 1,000 to 2,000,000 and a liquid cellulose resin derivative in which a phthalate content is 20.0 wt% to 35.0 wt%, a methoxy content is 18.0 wt% to 24.0 wt%, a hydroxypropyl content is 5.0 wt% to 10.0 wt% and a weight average molecular weight is 1,000 to 3,000,000. The water-soluble coating composition is prepared by mixing the above liquid cellulose resin, a plasticizer and water and/or an aqueous alkali solution. |
