An apparatus and a method for controlling a vehicle breaker are provided to prevent breakage of the vehicle breaker and a vehicle by quickly raising a breaking rod when the breaking rod contacts with an object during falling of the breaking rod. A vehicle detecting unit(101) formed of a roof coil is buried in ahead of a vehicle breaker and generates change of magnetic field when a vehicle approaches. A manual operating unit is operated to raise or lower the vehicle rod. Through driving operation of a driving unit(107), a motor(109) drives the breaking rod to be raised or lowered. A control unit(105) controls general operation on the raising or lowering of the breaking rod, and drives the breaking rod to be raised when the breaking rod contacts with an object during falling of the breaking rod.
