A scheduling method and apparatus for guaranteeing VoIP(Voice over Internet Protocol) QoS(Quality of Service) in a portable Internet system are provided to improve VoIP voice quality by providing a scheduling method suitable for a change in a propagation environment of a terminal, rather than performing a static scheduling by an AP(Access Point) scheduler. A PAR(Packet Access Router)(140) is connected with a VoIP system(140) providing a VoIP service through the Internet. An AP(Access Point)(130) is connected with an AT(Access Terminal)(120) through radio resource allocation, and includes a classifier for classifying introduced traffic and instructing new connection setting and a scheduler(133) for controlling data transmission/reception of a connection flow of each AT.
