<P>PROBLEM TO BE SOLVED: To provide a settlement system for confirming that, when a person who has contracted for insurance or the like uses insurance or the like provided by an insurer, the person is qualified to receive the insurance and for performing a settlement process based on a credit card. <P>SOLUTION: A settlement terminal sends a predetermined telegram to a relay center system. The relay center system specifies the destination of the telegram and sends the telegram. An insurer center system has: an insurance validity checking means for checking the validity of the user's insurance or the like; a temporary benefit calculating means for calculating a temporary benefit; a benefit determining means for determining a benefit based on the temporary benefit and the balance of the benefit limit of the user; a balance limit calculating means for determining the new balance of the benefit limit of the user; and a credit process requesting means for creating and sending a telegram for a credit card settlement process to a credit center system while regarding an amount other than the determined benefit as an amount for a credit card settlement.
