<p><P>PROBLEM TO BE SOLVED: To supply power to a network control unit and notify a remote terminal thereof and prevent subsequent unstable operation when power supply is interrupted due to a power failure or the like. <P>SOLUTION: When the power failure detection unit 29 of an auxiliary power unit 5 detects that power supply from an AC power unit 6 has been interrupted, a power failure detection signal is transmitted to the network control unit 3. The network control unit 3 notifies a remote terminal 2 of the occurrence of the power failure. In the auxiliary power unit 5, power from an auxiliary power supply unit 22 is supplied to the network control unit 3.
