PROBLEM TO BE SOLVED: To provide a surface-emitting body provided with a surface-emitting element, with improved luminance of the light emitted from front face. SOLUTION: On the surface-emitting body on which a light control sheet having indentation is adhered, the shape of the convex part of the indentation is contracted toward the emitting face of a translucent base plate, and the shape of top-end face of the contracted convex part is made flat. The top-end face is adhered to the emitting face of the translucent base plate, and a translucent material having refractive index lower than that of the light control sheet is filled in between the convex part and the light-emitting face of the surface-emitting element.
