PROBLEM TO BE SOLVED: To improve a resolution of a synthesized image of each plane binary image of a form image and improving the recognition accuracy of a character/number entered by a user on a form. SOLUTION: By the AND operation of an R plane binary image 132 of a form in which a user has entered characters/numbers and a Y signal binary image 131 of the form, a YR synthesized binary image 133 with a red drop-out color eliminated is generated, and by the AND operation of the synthesized binary image 133 and a B plane binary image 134 of the form, a YRB synthesized binary image 135 with a blue drop-out color eliminated is generated. Further, by using the YRB synthesized binary image, characters of "Tokkyo Taro" and numbers such as "1110000" entered on the form is automatically recognized.
