PROBLEM TO BE SOLVED: To provide a toner carrier and a method for manufacturing the carrier so as to obtain a structure enclosing a vacancy inside and achieve a developing method with a long life time and high image quality. SOLUTION: The toner carrier comprises a metal oxide coated with a resin 1, and has an average particle size of 35 to 55μm and a vacancy 2 having 10 to 30μm diameter inside. The method for manufacturing the toner carrier by coating metal oxide with one or more kids of coating resins, is characterized in that the toner carrier has the average particle size after resin coating of 35 to 55μm and a vacancy 2 of 10 to 30μm diameter inside.
