PROBLEM TO BE SOLVED: To provide a conductive member which is capable of accurately keeping a gap between an electric resistance adjustment layer and an image carrier fixed for a long period of time regardless of environmental changes. SOLUTION: An electric resistance adjustment layer 11 provided on a peripheral surface of a conductive support member 10 has step outer peripheral faces 11a in vicinity of both ends thereof in directions of the both ends, and a gap holding member 12 formed like a sheet is wound around peripheral surfaces of the step outer peripheral faces 11a in a circumferential direction and has a joint of both ends without overlap and is so fixed that the gap holding member 12 exists without leaving a space on the peripheral surface of the conductive member through one round in an axial direction of the conductive support member 10.
