<P>PROBLEM TO BE SOLVED: To provide an image processing unit for preventing a dot region from being determined as a character region erroneously, and to provide an image forming apparatus and an image processing method. <P>SOLUTION: A region separation means is used to separate image data into at least the dot region corresponding to a pattern portion and the character one corresponding to a character portion. A smoothing means is used to perform smoothing processing to the image data corresponding to the dot region only for a region set to be the dot region. A dispersion value calculation means is used to calculate the dispersion value of density to the smoothed image data. A propriety determination means compares the dispersion value with a prescribed threshold for determining whether the region separated as the character one is appropriate.
