<P>PROBLEM TO BE SOLVED: To provide a developing device with which the longer lifetime of a developer is achieved and image density stable for a long period can be obtained, and also to provide an image forming apparatus. <P>SOLUTION: The developing device includes a stirring conveyance path 407 which has a supply screw 408, a recovery screw 404 and a stirring screw 406 and circulates and supplies the developer stirred with the excess developer and the recovered developer to a supply and conveyance path 409, and a developer regulation member which faces a developer carrier and regulates the height of the layer of the developer supplied from the supply path to the developer carrier. The rotating direction of the developer carrier is to a direction where the developer immediately after passing the developer regulation member moves upward, and the supply and conveyance path 409, a recovery conveyance path 405, and the stirring conveyance path 407 are arranged nearly horizontally.
