PROBLEM TO BE SOLVED: To provide a wheel condition estimation device, and a vehicle controller, capable of processing properly a force or an acceleration acting on a wheel, even when stopping the use of a detection result from any of sensors for detecting the force or the acceleration acting on the wheel. SOLUTION: This wheel condition estimation device for estimating the force or the acceleration acting on the wheel 14 attached to a vehicle 10 estimates the force or the acceleration acting on the wheel 14 with the detection result from the acceleration sensor 26 stopped in its use, using the detection result from the acceleration sensor 26 in the another wheel 14, when stopping the use of the detection result of the acceleration sensor 26 in any of the wheels 14, out of the four wheels 14 provided with the the acceleration sensor 26 for detecting the force or the acceleration acting on the wheel 14.
