PROBLEM TO BE SOLVED: To prevent cooling air flow from separaing from the surface of a flow path. SOLUTION: At a shielding plate installation side of an inlet shaft 13 and an outlet shaft 15 of a radioactive substance storage facility, a plurality of straightening vanes 23, 24, 27, 28, each having a curved section of a 1/4 circular arc cross-section along the inner peripheral corners are arranged on lines, connecting the inner peripheral and outer peripheral corner sections with each other at a specified interval to individual bent sections of a cranked passage consisting of a front end side passage of the first shielding pate formed by the first shielding plate 17a and a second shielding plate 17b, a passage between the shielding plates and a front end side passage of the second shielding plate. The flow direction of cooling air flow 16, from the front-end side passage of the first shielding plate to the passage between the shielding plates and the cooling air flow 16 from the passage, between the shielding plates and the front end side passage of the second shielding plate, are changed by the straightening vanes 23, 24, 27, 28 to make the air flow along the surface of the shielding plates 17a, 17b provided in the inner peripheral corners.
