PROBLEM TO BE SOLVED: To provide a simple method for producing a water-repellent or oil-repellent material excellent in surface stainproofness, slight in the decline of stainproofness by rubbing or the like, exhibiting high surface hardness, thus useful as a stainproof facing material with high stainproofness and high transparency, and to provide the water-repellent or oil-repellent material having high surface water repellency or oil repellency and useful as a stainproof facing material, obtained by the above method. SOLUTION: The method for producing the water-repellent and oil-repellent material comprises the step of contacting, on a substrate capable of generating radicals on exposure to light, a mixture of a low-molecular compound having polymerizable unsaturated group and a high-molecular compound having oil-repellent and water-repellent functional group and polymerizable unsaturated double bond on the side chain, and the step of exposing the substrate to light to form a graft polymer layer made from the low-molecular compound and the high-molecular compound on the substrate.
