PROBLEM TO BE SOLVED: To provide a tomographic image reconstructing apparatus which reconstructs an appropriate tomographic image from the photographed images even if a plurality of photographed images include an incomplete photographed image where a part of a imaging region of a subject is not projected, and an X-ray imaging apparatus using it. SOLUTION: A subject model is made by extracting two-dimensional contour information in an acquired photographed image by an estimating part 23, estimating a three-dimensional contour shape of the imaging region of the subject M from the extracted two-dimensional contour information by a three-dimensional contour information estimating part 33, and setting a CT value to the estimated three-dimensional contour information by a CT value setting part 35. As a result, a first estimated photographed image creating part 37 creates an estimated photographed image where the imaging region of the subject M, which is not projected in the incomplete image, is projected. Consequently, if the plurality of photographed images include the incomplete images, the tomographic image is appropriately reconstructed by making up with the estimated photographed image.
