A method is disclosed. The method includes providing tender at a point of service terminal (24) operated by a load agent (20), the poi of service terminal (24) being in operative communication with a payment processing network (40). The point of service terminal (24) therafter sends a transacti on authorization request to an issuer (42) of a portable consumer device (14) t o be used by a user (10). The issuer (42) then authorizes or does not authoriz e the transaction authorization request. If the transaction authorization request is approved, the portable consumer device (14) is either initially loaded or reloaded with an amount associated with the tender provided the point of service terminal (24). |
