<P>PROBLEM TO BE SOLVED: To provide an information communication system and the like, in which money transfer processing can be performed between different settlement systems. <P>SOLUTION: When a user of a cellular phone terminal device 10 on transfer side requests attachment of cash information when transmitting a message, an e-mail client 120 requests selection of a kind (electronic money, etc.) of cash information to be attached. A settlement processing part 140 generates cash information according to the selected kind, and transmits a message with the cash information generated by the client 120. A delivery management part 31b of a DCS 31 reports, upon receipt of the message with cash information, the effect to the cellular phone terminal device 10 of the user in a money transfer destination.
