PROBLEM TO BE SOLVED: To provide a divider high in operation speed and reduced in, and an image processing device that high in operation speed and reduced in image level change by the use of the divider. SOLUTION: With N, M and the selection of addition or subtraction all decided according to table data, a dividend is shifted by N bits by an N-bit shifter 1 and shifted by M bits by an M-bit shifter 2, and a value of the addition of the M-bit shift result to the N-bit shift result or a value of the subtraction of the M-bit shift result from the N-bit shift result of the dividend is selected according to the decision and outputted as a quotient.
