PROBLEM TO BE SOLVED: To simultaneously improve turn-on noise and turn-on loss. SOLUTION: Turn-on noise of a forward converter is caused, because a large current flows in a switch element at a moment of turn-on and a change rate per unit time is large. When the rise in the control electrode of the switching element is made slow for improving turn-on noise, turn-on loss increases. Thus, a first saturable inductor that is a means of improving turn-on noise, without increasing turn-on loss is inserted in series between the control electrode of the switching element and an oscillation control circuit, and a diode is connected to the first saturable inductor in parallel, and a secondary saturable inductor is inserted, in series between secondary winding and a rectifier smoothing circuit.
