PROBLEM TO BE SOLVED: To provide an electromagnetic actuator equipped with a rotor where construction and control thereof have been simplified. SOLUTION: An electromagnetic actuator includes a rotor 30 magnetized to N-pole and S-pole on the border of a central boundary surface F that divides outer peripheral surface into equal halves in circumferential direction, a cylindrical yoke 40 disposed coaxially with the rotor so as to form a magnetic path around the rotor 30, and a coil 50 for excitation. The yoke 40 has a pair of notches 41 with a predetermined width formed at a position where a point symmetry is established. The rotor 30, when being at one rotating end PL, is situated at a position where extending direction of the central boundary surface F faces a region of the notches 41. When being at the other rotating end position PR, it is formed so as to be situated at a position falling outside the region of the notches 41. As a result, a circuit to control the flow of electric currents can be simplified, and construction can be simplified because iron pins, or the like for holding the rotor 30 under non-energized state become unnecessary, and the number of winding of the coil can be increased by that fraction, and rotational speed and torque of the rotor can be increased.
