PROBLEM TO BE SOLVED: To realize such a structure that a position and a posture of each shoulder can be held in a required position and posture until concrete is solidified in a state to insert a leg section of a shoulder constituting a pair of pandrol fasteners while each inside of mounting holes formed in both sides of a rail among upper surfaces of the PC tie is filled with the liquefied concrete. SOLUTION: Both end sections of these both frame members 18 and 18 are respectively connected with a connection rod 19, an arc washer 20 and a butterfly nut 21 in a state to arrange a pair of frame members 18 and 18 parallel with the rail 2 to both end edges of the lower end section of the rail 2. Supporting pins 22 supported on the frame members 18 and 18 are respectively in supporting holes formed in the shoulders 5.
