PROBLEM TO BE SOLVED: To provide a new antimicrobial composition hardly having toxicity and irritation, and hardly providing risk of being allergen causing allergy; and to provide a safe cosmetic having sufficient antiseptic effects without using an antibacterial and antifungal agent conventionally widely used in the cosmetic by using the antimicrobial composition, and hardly causing the irritation to the skin. SOLUTION: The antimicrobial composition comprises an extract of safflower, an extract of Rosa roxburghii, and one or more kinds of solvents selected from 1,3-butylene glycol, 3-methyl-1,3-butanediol and ethanol. In another embodiment, the antimicrobial composition contains the extract of the safflower and one or more kinds of solvents selected from the 1,3-butylene glycol, the 3-methyl-1,3-butanediol and the ethanol.
