<P>PROBLEM TO BE SOLVED: To provide a technology capable of easily adding a field item used in a local device. <P>SOLUTION: A control device comprises a first communication part communicating communication data of a first type based on a protocol of a first type, a second communication part communicating communication data of a second type based on a protocol of a second type, and a conversion processing part performing conversion from the protocol of the first type to the protocol of the second type by generating a header of a second type to be contained in the communication data of the second type to be transmitted to the local device by the second communication part from the header of the first type contained in the communication data of the first type received from a first computer by the first communication part.
