PROBLEM TO BE SOLVED: To propose an optical switching device in which a crosstalk component is reduced. SOLUTION: A first intersecting part at which first and third waveguides intersect and a second intersecting part at which second and third waveguides intersect are formed between one light input port and one light output port, a first optical switching element which switches the light transmitting state and the light cutting state of an optical signal between the first and the third waveguide cores is formed at the first intersecting part, and a second optical switching element which switches the light transmitting state and the light cutting state of the optical signal between the second and the third waveguide cores is formed at the second intersecting part. When the first and the second optical switching elements are both in the light transmitting state, the light input port and the light output port are connected, and when these optical switching elements are both in the light cutting state, the ports are open.
