PROBLEM TO BE SOLVED: To reduce a network operation cost without losing the convenience and without imposing a load on the user. SOLUTION: A control section 5 is a monitoring means for monitoring a state of a network, monitors the number of packets per unit time as a parameter for representing the state of the network, informs the user about the occurrence of abnormality in the network by using sound or light when the number of packets exceeds a first threshold value, limits the number of packets passing through communication port units 2<SB>i</SB>, 3 when the number of packets exceeds a second threshold value greater than the first threshold value, and shuts off the communication port units 2<SB>i</SB>, 3 when the number of packets exceeds a third threshold value greater than the second threshold value.
