PROBLEM TO BE SOLVED: To provide a surface leveling device which can level a concrete floor surface in a relatively short time without depending on a skilled operator, and contributes to the alleviation of a physical burden on the operator. SOLUTION: The surface leveling device 30 is formed of: a metallic leveling plate 32 which is rectangular in a plan view, and can slide over a concrete surface before being hardened in a manner of floating over the same; an vibration generator 33 which is mounted at the longitudinal L center of the leveling plate 32 for applying vibration to the leveling plate 32 and generating resonance; and a U-shaped operating handle 35 which is detachably attached to the leveling plate 32 via a plurality of engaging portions 34 arranged at longitudinally L symmetric locations of the leveling plate 32 across the vibration generator 33. The vibration generator 33 is formed of a prime mover 38, an eccentric rotary body arranged inside a cover 38a, and a V belt wrap-connected to a pulley secured to a rotating shaft of the prime mover 38 and to a pulley secured to a spindle of the eccentric rotary body.
