PROBLEM TO BE SOLVED: To solve problems of causing the breakage of a tire chain and the damage of a road surface by the travel of a vehicle mounted with a tire chain, the scatter of the broken tire chain on the road surface and rutting to become obstacles to traffic. SOLUTION: In this impact-absorbing paving method, a base material of a cloth-like body such as a nonwoven fabric or a woven fabric is impregnated with an elastic material to form a pavement sheet, and an asphalt-compounded adhesive is applied beforehand to one face of the pavement sheet.
