<P>PROBLEM TO BE SOLVED: To enhance information providing effect in an information providing system for providing advertisement and promotion. <P>SOLUTION: A wireless tag 8 to which a unique identifier ID is attached is attached to a distribution medium 3 and it is distributed to a number of recipients K at a street corner (S502). The recipient K who receives the distribution medium 3 moves into a monitor range of a wireless communication device 5 (S504). The wireless communication device 5 reads the unique identification ID from the wireless tag 8 (S506), and notifies the result to an information providing server 2 (S510). The information providing server 2 specifies provision information to be actually provided from the pieces of provision information corresponding to the read unique identification IDs and transmits the information to an information output device 6, by analyzing an information providing charge for outputting the provision information corresponding to the unique identifier ID attached to the distribution medium 3 which is present in the monitor range, as a determination standard (S530).
