PROBLEM TO BE SOLVED: To provide a method of filling/inspecting a heat insulating material capable of confirming the heat insulating capacity of a panel member used in an industrialization dwelling without destructing the panel member before the delivery of the panel member. SOLUTION: After the heat insulating material 11 is arranged in a wall 10 during production of the wall 10, the surface 12a of the outer wall material 12 of the wall 10 is heated and an inner wall material 13 is photographed by a thermography device 18 while the temperature difference caused in the inner wall material 13 is recognized from the photographed thermographic image, and the filled part 17 of the heat insulating material 11 in the wall 10 and the filling failure part 16 where filling failure is caused in the wall 10 are discriminated from the temperature difference.
