PROBLEM TO BE SOLVED: To fully charge (full charging) a plurality of batteries that are connected in parallel and have variations in characteristics, and to shorten a charging period. SOLUTION: A multi-stage constant voltage charging system shown at a c-point to a g-point in Fig. is switched to, for example, a constant current pulse charging system at a time point of the g-point at which a battery voltage or a battery current reaches a level of 95% of a full-charging state, and the full charging of each of the individual batteries that are varied in characteristics is performed by switching the batteries in terms of a time series and by performing pulse charging, thus making a charging time in a pulse charging region shorter than that of a conventional one.
