A vibration damping device of a bridge is provided to increase vibration damping efficiency by damping the vibration caused by dynamic load using relative vertical displacement of a bridge. The vibration damping device of a bridge using relative vertical displacement comprises a horizontal member placed to make two ends located at the same distance and attached to a bridge horizontally to behave together with the bridge, and a damper fulfill a damping function in proportion to relative vertical displacement occurring between the attachment site of a primary side attached to the horizontal member and the attachment site of a secondary side attached to a bridge by flexural deformation of a bridge, hereon two ends of the horizontal member are composed of hinges rotatable against the bridge.
