<p><P>PROBLEM TO BE SOLVED: To provide an electronic substrate with which an inductor element 40 provided with a plurality of windings 141, 241 can be easily manufactured. <P>SOLUTION: The electronic substrate is provided with a plurality of first wirings 12 formed on a base 10, a magnetic layer 31 continuously formed so as to cover the center portion of the first wirings 12, and a plurality of second wirings 22 formed so as to cross across the surface of the magnetic layer 31. A second wiring 122 is arranged so that the end of one first wiring 113 can be successively connected to the end of the other first wiring 114 not adjacent to the one first wiring 113.
