PROBLEM TO BE SOLVED: To provide an insulating base which prevents electrical characteristics from being deteriorated in electrical connection of terminals in a plurality of electronic components with different heights in terminal areas, and provides favorable performance in manufacturing and an electronic device manufactured therewith. SOLUTION: An insulating base 30 comprises mount surfaces 30a and 30b for mounting the plurality of electronic components 10 and 20 with terminal areas 11 and 21 for establishing electric connection to the outside. The mount surfaces 30a and 30b are set in different heights so that a height difference between the terminal areas 11 and 21 of the electronic components 10 and 20 mounted on the mount surfaces 30a and 30b, becomes smaller than a difference (to be obtained by subtracting H2 from H1) between the height H1 of the electronic component 10 in the terminal area 11 and the height H2 of the electronic component 20 in the terminal area 21.
