PROBLEM TO BE SOLVED: To provide a user authentication device and a user authentication method with enhanced safety and convenience in user authentication. SOLUTION: This user authentication device for user authentication is provided with an information decision part 1 deciding a secret code 1a, a first information transmission part 2 transmitting a challenge code 2a to a terminal 20, a second information transmission part 4 transmitting a plurality of pieces of timing candidate information 4a including timing secret information 3a to the terminal 20 successively, a timing detection part 5 detecting return execution timing 5a of an answer code 6a returned from the terminal 20, an information receipt part 6 receiving the answer code 6a from the terminal 20, a terminal collation part 7 collating the answer code 6a and the secret code 1a with each other, and a timing determination part 8 determining whether the return execution timing is predetermined timing or not.
