PROBLEM TO BE SOLVED: To provide a composite roll for rolling, which can solve the problems in traditional rolls for rolling, and has excellent wear resistance, excellent rough surface resistance, and excellent seizure resistance, and in which an outer layer and an inner layer are perfectly welded. SOLUTION: The composite roll for rolling has the outer layerαhaving such a structure that MC carbide has been distributed so as to have an area ratio of 20 to 60% on a base material having a Vickers hardness of 550 to 900 Hv, and the region which does not contain MC carbide having a diameter of 15μm or more in terms of a circle in the structure does not exceed 150μm in the diameter of an inscribed circle; and has the inner layerγmade of any one of flake graphite cast iron, nodular graphite cast iron, graphite steel, and cast steel; and has an intermediate layerδbetween the outer layerαand the inner layerγ, wherein the tensile strength of the portion between the outer layerαand the intermediate layerδis 400 MPa or higher.
