<P>PROBLEM TO BE SOLVED: To raise the compression efficiency of lower video data in a video. <P>SOLUTION: In a method of processing lower video data of a video, an object of the lower video is supplied and a binary bit map of the object is formed. In the binary bit map, it is decided whether or not the number of bits having a first binary value is larger than that of bits having a second binary value. In the binary bit map after conversion, it is determined whether or not it is necessary to convert the binary bit map to a converted binary bit map such that in the binary bit map after conversion the number of the bits having the first binary value is smaller than that of the bits having the second binary value.
