PROBLEM TO BE SOLVED: To provide a discharge lamp starter, a discharge lamp lighting device, and an illumination device wherein power loss can be made smaller. SOLUTION: This discharge lamp lighting device includes a means 4 for supplying AC power to the discharge lamp 5, and a current limiting means 4 of the discharge lamp, furthermore including a starting circuit 9 which includes a capacitor 7, an input winding wire 6a of a pulse transformer 6 where the output winding wire 6b is connected in series to the discharge lamp, and a switching device 8 in series, and in which an oscillating voltage is generated by switching on of the switching device, and an on/off control device 11 that regulates switching off timing of the switching device between 5/4πto 7/4πusing a reference phase in which the oscillating voltage at both ends of the capacitor has firstly passed through a zero voltage point. Since the switching off timing of the capacitor 7 is a period when a voltage of the capacitor 7 is large, a recharge amount is made less to reduce the power loss at a resistor 10.
