PROBLEM TO BE SOLVED: To provide an emergency information distribution system and emergency information distribution method, at low cost, capable of receiving emergency information, such as disaster prevention and crime prevention information in the neighborhood where a person is at present, without pre-registering the place. SOLUTION: The emergency information distribution system comprises: an emergency information distribution center provided with a means for specifying a base station to be a distribution area of the emergency information, such as disaster prevention information and crime prevention information, and a means for distributing the emergency information to each specified base station; a distribution network provided with a means corresponding to multicast/broadcast transmission; an exchange station; the base station; and a mobile terminal for receiving provision of the emergency information.
